Something shifted in the AI enterprise market, and the data is stark enough to pay attention to.
According to Ramp's March 2026 AI Index — tracking real credit card spending across 50,000+ businesses — Anthropic is now winning 70% of head-to-head matchups against OpenAI for first-time enterprise AI purchases. A year ago, one in 25 businesses on Ramp paid for Anthropic. Today, it's nearly one in four.
Meanwhile, OpenAI's share dropped 1.5% in February — their largest single-month decline since Ramp started tracking.
What Changed
The Pentagon drama is impossible to ignore as context. After Anthropic refused to allow its AI to be used for mass surveillance or autonomous weapons, the Department of Defense labeled the company a "supply chain risk" — a designation typically reserved for foreign adversaries. OpenAI swooped in to take the contract.
But the public response went the other direction. Claude downloads spiked. ChatGPT uninstalls jumped 295% the weekend after OpenAI signed the Pentagon deal. And the enterprise spending data shows businesses voting with their wallets.
The irony got thicker this week: OpenAI signed a deal with AWS to distribute ChatGPT across government cloud infrastructure, including classified networks. AWS is owned by Amazon — which has invested $8 billion in Anthropic. So Amazon's cloud is now distributing its competitor's AI to the same government that banned its own AI investment.
The Bigger Picture
This isn't just about the Pentagon optics. Claude Code's annualized revenue crossed $2.5 billion by February — more than doubling since the end of 2025. The developer market, where vibecoders and indie hackers live, has been moving toward Claude for months.
Google isn't sitting still either. Today's Gemini API update adds context circulation for agentic workflows — letting developers combine Search, Maps, and custom functions in a single call. It's a direct play for the same developers building on Claude Code.
The AI market is no longer a one-horse race. It's fragmenting along use cases: OpenAI for consumer reach and government contracts, Anthropic for enterprise and developers, Google for ecosystem integration.
What This Means for You
If you're choosing an AI provider, the landscape has shifted. Enterprise momentum is with Claude. Government contracts are with OpenAI. Google is playing the long game on integration.
The more interesting question: how long do these dynamics hold? Anthropic's Pentagon lawsuit is still playing out. The market share data lags by weeks. And developer sentiment can flip fast.
